Deliverable D22 – D3.02 – Provision of C-ITS roadworks information to NAP

Since November 2025, Autobahn GmbH has deployed 1,200 C-ITS-supported barrier trailers on German highways. The position data of these Road Works Warning Trailers (RWW) is now also available to the MOBILITHEK (German NAP) database, supplementing the already published data on construction sites of varying durations. This data can now be used by OEMs and service providers to better inform users.

For years, Autobahn GmbH has been equipping its Road Works Warning trailers (RWW) with C‑ITS. This began with retrofitting existing trailers and is now being continued within the European funding project MERIDIAN with the purchase and equipping of new RWW units. By the end of MERIDIAN, the goal is to have 2,000 C‑ITS‑equipped RWW trailers on the highways and to make their locations (when operational) available to OEMs and service providers via the MOBILITHEK (German NAP) to better inform users and improve safety.

This development aligns with the nationwide modernization efforts of Autobahn GmbH, which recently completed the purchase of 1,200 RWW trailers for daytime construction sites with C‑ITS communication modules. Simultaneously, the RWW trailers transmit their position to vehicles equipped with the corresponding functionality. These vehicles receive a warning message in the cockpit via WLANp when an RWW trailer is detected ahead. With more than 2.3 million C‑ITS‑capable vehicles already on European roads, the technology is becoming a key pillar for improving traffic safety and efficiency. This early warning allows drivers to react sooner—typically by reducing speed or changing lanes—significantly increasing safety for road users. At the same time, it provides essential protection for the highway workers who operate in these high‑risk environments every day.

Autobahn GmbH is also expanding C‑ITS beyond RWW trailers. Selected road maintenance and operations vehicles are being equipped with C‑ITS components to test additional safety‑related use cases. Furthermore, the company is exploring the potential of Probe Vehicle Data (PVD): pseudonymized data transmitted by C‑ITS‑enabled vehicles can help detect weather events such as fog or heavy rain, identify congestion, and automatically adjust digital traffic signs in real time. Additional C‑ITS services are being developed together with partners such as ADAC, emergency services, and the police—for example, warnings about approaching emergency vehicles to support the formation of rescue lanes, or alerts about roadside assistance vehicles and other hazards.
